We are all students that are just starting our first year but most of us are doing some pretty good magic. We can't do it all, so I was thinking that there should be a section where every student can list their spells so nobody suddenly casts avada cadaver on an enemy. That way the headmaster has a good way to control what we do, or don't do.

I do agree, on this but I feel we need a broader guide on appropriate spells to use as a first year, second year and so on. The HP lexicon is a wonderful source of spells and very useful to research with.
Secondly, we would need rules (if we can create/research spells) on how to go about. Some amount of practice will be needed.
Thirdly, we should be pretty clear on the limitations of magic, i.e, no bringing back the dead.
